That sounds bad. The police can't do much, building management is equally incompatent and these gangsters act like they own the place. So uncivilized.
My friend staying in a condo has the same problem. Her next door neighbour plays music at full blast starting at 11pm. Management and police couldn't do much as the neighbour quickly puts the music back on 10 minutes after they leave. So, my friend bought a new sound system and played hers at equally full blast. After a week, it stopped. Worst case scenario: move out.
